THE STORY BEHIND OUR WORK

Incorporated in early 2017 as MagicWaste Foundation Inc., Out Of Foster Foundation (formerly MagicWaste Youth Foundation MWYF) is an all-volunteer, 501(c)(3) nonprofit organization focused on assisting disadvantaged youths with their housing, life skills, financial literacy, and educational needs as they turn 18 years old and emerge from the foster care system. 


Based in the City of Doral, Florida, OOFF is the brainchild of Rodolfo “Rudy” Bustamante, who serves as its president and guiding force. It organizes and hosts networking and other types of fundraising events to support its programs, including the Excalibur Youth Empowerment Project and a long-standing scholarship fund to help foot the bill for books, computers, supplies, and other college expenses that former foster youth may have.


The foundation also runs its MyThings duffel bag program so that foster children do not have to carry their belongings in supermarket or trash bags as they are transferred to foster homes.  


To fulfill its mission, OOFF creates and manages programs to counsel, mentor, train, and provide these young men and women with the support and specialized programs that will enable them to

• Rise above their circumstances;

• Stay off the streets, away from gangs, violence and drugs;

• Develop to their fullest potential; and

• Build a better future for themselves, their families and peers, and their community.


In late 2019, OOFF, then MWYF, entered into an unprecedented partnership with CITRUS FAMILY CARE NETWORK (Citrus FCN), a community-based care lead agency for child welfare in Miami-Dade and Monroe Counties, to assist local young adults transitioning out of the foster care system with their independent living pursuits. 


The partnership calls for Out Of Foster Foundation (formerly MWYF), through its Excalibur Youth Empowerment Project (Excalibur Project), to raise funds and in-kind donations to subsidize rental expenses for former foster youths who are between the ages of 18 and 23, and in need of financial and/or housing assistance. 


Access to higher education is the best opportunity —and reward— that the organization can offer any former foster youth that has emerged victorious from his or her special circumstances and attained a high school diploma. This is why OOFF, then MWYF, formed a strategic alliance with Miami-Dade College Foundation five years ago and funds six (6) annual scholarships exclusively for former foster care young adults enrolled at MDC. This program has since evolved and now scholarships are granted regardless of the higher education institution.


In mid-2021, the foundation launched its first annual Financial Literacy program, sponsored and hosted by SYNOVUS Bank, which teaches these young adults about budgeting, money management and planning.

    WHY WE DO WHAT WE DO

    THE BACKSTORY: Foster Care

    • The foster care system is a temporary arrangement for children who are unable to live with their birth parents. 
    • It's a court-monitored service that aims to keep children safe and promote their well-being. 
    • Children are placed in foster care when they are unable to safely remain in their biological home due to situations like neglect, physical or sexual abuse, parental abandonment, substance abuse, death or incarceration of caregivers, or when the family is unable to provide adequate care, often due to financial hardship or mental health issues.
    • The primary objective is to protect the child from harm while interventions are made to address the issues at home.
    • The intent of foster care is to provide a stable family environment for children who have experienced abuse or neglect so that they develop a strong attachment to a caring adult, which is important for their well-being. 
    • It gives children the support of the legal system. 
    • The ultimate goal is to reunite children with their birth parents, or find them a permanent home with a relative, guardian, or adoptive family. 
    • In Florida, the percentage of foster children who are reunited with their families is around 60–65%. However, the number of children who age out of foster care without a permanent home is still high.

    THE HARD FACTS: Exiting The System

    • On average, South Florida has approximately 1,500 children and youth ages 0-17 in the foster care system, which is managed by Citrus FCN, the Community Based Care (CBC) Lead Agency for child welfare services in Miami-Dade and Monroe Counties and OOFF's Excalibur Project program partner. 
    • There are currently more than 280 former foster youth ages 18-23 currently active in Citrus FCN Transitioning Youth Services programs, offering support and services to this unique population. 
    • In Miami-Dade County, approximately 100 former foster youth age out of the child welfare system each year, facing alarming risks of homelessness, human trafficking, mental health issues, substance abuse, under or unemployment, and criminal justice involvement. 
    • These youth, separated from their homes through no fault of their own, often lack long-term family support, are ill-prepared to face life beyond the foster care system, and usually bear parenting responsibilities with children of their own. 

    THE OOFF APPROACH: Empowering

    • OOFF strives to assist the young men and women aging out of South Florida's foster care system in developing to their fullest potential and become tomorrow's leaders
    • While our program partner, Citrus FCN, provides supportive case management and care coordination to eligible former foster youth, OOFF seeks to prepare these young adults to face the realities of their newly acquired independence.
    • The goal is to provide vital support and services that allow them a better chance at building a better, more prosperous life for themselves and become assets to their community.
    • OOFF's mission is to  strives to assist the young men and women aging out of South Florida's foster care system in developing to their fullest potential and become tomorrow's leaders

    OOFF PROGRAMS

    Housing Stipends: Secure funding and partnerships to provide transitional and permanent housing solutions.


    Workforce Development: Expand partnerships with local businesses and workforce agencies to provide job opportunities for at least 25 participants.


    Financial Literacy: Implement a quarterly seminar series covering budgeting, credit building, and independent living skills.


    Personal Development: This program provides essential guidance the former foster youth need to thrive in their personal and professional lives.

     

    Mentorship: Pairing mentors with our program participants to provide guidance and support.
